it clearly says that would have required Syracuse to be placed in the Coastal Division and VT would have to move to the Atlantic Division. So when Pitt and Syracuse joined the conference, both would have been placed in the Coastal Division and VT moves to the Atlantic Division to make the following cross-division pairings:

Atlantic/Coastal
BC-Syracuse
UMD-Pitt
VT-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami

Since that didn't happen for a variety of reasons, it can still happen today if VT and Syracuse are willing to swap places. If they are willing to swap places then the protected cross-division pairings would look like this:

Atlantic/Coastal
BC-Syracuse
Louisville-Pitt
VT-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami

Like I said it wouldn't be that difficult to make happen assuming VT really wants a new protected cross-division partner. If the ACC is that worried about having a competitive balance between the divisions, then the BC-Syracuse and Louisville-Pitt pairings are interchangeable. However, the divisions will never be perfectly balanced since there are 5 schools (Clemson, FSU, Louisville, Miami, and VT) that will probably be viewed as the football powerhouses of the conference. Until a school steps up and takes that 6th spot, then that 6th spot will probably be a revolving door among 3-4 schools (i.e. GT, UNC, NC State, and Pitt).

If the Big Ten is willing to realign its divisions, then there is no reason the ACC couldn't do the same.
